It's not exactly insurance but acts like one. If you have CDW and you get into an accident, you won't have to pay for all the repairs to the rental car. However, it usually doesn't cover damages to other cars or property, or any injuries.
At Spaceships New Zealand, Stress-Free Insurance is what takes care of this. Third-Party incidents are always covered (no matter the insurance option you have). A third-party incident is accidentally damaging someone else’s vehicle or property.
